I sometimes wonder how practical it might be for every household in a seismically active area to be issued something like, say, a miniature inflatable balloon/airship, so that when an earthquake strikes each household could then quickly inflate their balloons and take to the air. (Please, this is not said in jest...)

Hmm..the safest place would be in the air, as long as you are well enough away from any tall buildings! I guess the biggest stumbling block is cost. The worst devastation happens in the poorest areas.

an inflateable ballon... right, yeah that'd work, OH and watch out for all the falling bricks if you live in a city, OH or the falling over buildings, then of course you have to get ALL the family to the ballon, NO wait, one is traped, do we go back for him/her, or do we save ourselfs?! so many issues. sorry for the sarcasim, but.. perhaps your right, if there were some SENSIBLE measure that WOOULD wrok, then yes, I'd agree, but ballons?!

Then when an earthquake strikes -- no sweat, all you'll have to do is just teleport yourself out of danger.
