Point 1: It's one of those things, unfortunately.

Point 2: If individuals are moronic and amoral enough to try and attack people trying to fix things, then they deserve to be removed from the planet.

Point 3: This is the perfect case of needing someone to TAKE CHARGE and get things moving, rather than waiting to dot the i's and cross the t's.

Re. red tape, it does seem like it hasn't helped. I've heard reports from bus drivers who said they were turned away in the early days when they tried to get to the superdome and the British consulate staff were apparently only allowed in on Sunday to rescue Brits from the Superdrome.

One point I'd also like to make is that racism cuts both ways - whilst I've heard some pretty repugnant statements from white Americans in the surrounding area, the conduct of the black community has hardly been exemplary in some cases. I heard an eyewitness account from one of the big domes of ~200 white people clustered in a 'sea' of black people having bottles chucked at them and some assaults. I guess things like this bring out the worst in many of us

Is there any realistic chance of moving New Orleans somewhere else rather than rebuilding on the existing site?

Yay! Finally, the mobile hospital that North Carolina sent, along with the doctors to cover it, that was paid for by homeland security for a cost of $1.5 million dollars...finally got put to use...but because nobody would let them into their original destination of Louisiana...Mississippi said they'd gladly let them in to help heal the sick.

CNN reports

Their first patient...a puppy that was dehydrated. But as the report says...

"In the first 16 hours, doctors treated about 100 people: nasty head wounds, car crash victims, cuts from storm debris, dehydration."
