Googling for the riddle comes up with this thread, and nothing else... I do believe you win a prize for either obscurity or ingenuity.... or both

Ten without an eye... that's ten. Nine without a tail... nine more, but they could be the first ten as well, just cut in three pieces instead of two. Half of eight and six without a head... is that (half of eight) and six, or half of (eight and six)?

I'm going with 13...

Out of wich half of (8 + 6) = 7 missing both.
Therefore 10+9-7 = 12. Answer is 12
7 missing both
3 missing head only
2 missing tail only.
