Perhaps it is based on the size on the respective economies - i.e. those who can afford to pay should pay. Or perhaps contries like Gabon and Laos should pay the same as the US

I know that the UN would like forign aid for developing contries to be 0.7% of GDP - so USA would pay more than any other coutry (if they gave 0.7% that is) [img]smile.gif[/img]
