There will, of course, be Boss Hoggs about. Hopefully several. The more the better. That is, of course, as long as you allow judgements to be transferrable, i.e., if you get a judgement against Boss Hogg 1, you sell the judgement to Boss Hogg 2 for, I don't know, 80 cents on the dollar, and let him collect. Of course, within a couple iterations it would become standard practice for the court to automatically add on a collections charge, which would be waived if the person who lost paid up in a timely fashion. You would have several private detectives sitting in the court sniffing out potential clients.
