Note: %SystemDir% is a variable (?). By default, this is C:\Windows\System (Windows 95/98/Me), C:\WINNT\System32 (Windows NT/2000), or C:\Windows\System32 (Windows XP).
Which means if you are running WinXP, the file should be in C:\Windows\system32\ or you can do a search. Try this: 1. "Start" and select Search-->For files or folders... 2. click on the option (left hand side) "All files and folders" 3. Fill in "toolbar.dll" in the "All or part of the file name:" box 4. Select "C:" for the "Look in:" dropdown menu. 5. For this, you can safely ignore the "A word or phrase in the file:" box. 6. click on the search button below. 7. If the file is located, you can delete it for good. Just to be safe, only delete files which are found either in the "Windows\System folder" or "Windows\System32" folder. Please also take note that by default, files such as *.dll is considered as system file and might be hidden from you. To unhide system files, do this:
1. My Computer. 2. "Tools" (from the top menu) 3. Select "Folder Options..." 4. Click on the "view" tab. 5. Under "Hidden files and folders", select "Show hidden files and folders" 6. To help you to locate the file in question, it is also advisable to UNCHECK "Hide extension for known file types" 7. Click "Apply" and search for the file again.

If you cannot find the file, just restart your PC and try if IE works again.
[edited] If you cleared the windows registry as instructed, you might be able get IE to run normal again after restarting Windows. If you do, please do yourself a favor and download Spybot S&D. [ 05-31-2004, 01:39 PM: Message edited by: Paladin2000 ]

Hmmm... try this:
1. Start--> Run. 2. Type "msconfig" and hit enter. 3. Kind provide the item lists in the "Startup" tab.
