Still, being an ebay-veteran myself, I'm surprised at your fierce response to the added insurance. The seller wasn't lying per se, and like Cerek said, I actually think that it *is* required in some cases on ebay (although insured international shipping is a *lot* more expensive than Cerek indicated in his post, or at least it is outside of the US. It's about 3 pounds in the UK for example for relatively cheap items).
Other than that, I think it's clearly visible on the package itself if it has been sent out with insured shipping, so this is in no way a way for the seller to make some extra profit, as some here have suggested. No scam (there's nothing to gain for the seller here), just an administrative annoyance. Closer to an act of courtesy than one of cheating, in any case. So what did you do, send an email along the lines of 'you lying sack of sh*t, gimme my money back!', or did you kindly tell him to take your chances and have it sent over without insured shipping? Well, if had read everything you would have had your answer.
The seller must have had something wrong with the setting because the optional insurance, became manditory. He send a new email which made it optional, thus removing the charge. You don't need insurance for a $20-$30 item.
