Just a note on the controversial ritual Sikh dagger. It is a part of the religion but it is also not required. There are a certain number of ceremonial items that they have but they only need to wear a certain amount of them (not sure if it is 3 out of 5 or something like that). Thus the dagger could be removed without going against that persons religion. Thus the judge preceding the case basically tossed it out and said he must not wear it to school. In this case the religion offered a loophole whereby it could follow state law and religion. A better example would be the Sikh turban in the RCMP. They were lenient on the dress code and allow them to wear the Turban, I don't think they all wear it at work however.
EDIT: I think I may be wrong on this as everywhere I read that the 5 k's are to be worn at all times. It would be good to see the final verdict to clarify. Could be. Re: Tuvalu - no idea. Maybe just a ransom. The Tuvalu(ans?) don't appear to have much of an international foreign policy.
Note: I had to look up this country, since I'd never heard of it. For those interested, it's a small group of islands in the southwestern Pacific. About ten miles square, in total. Polynesian population, former British possession.
