By tradition that's the way it is, Electorial college votes the way the State legislature set it up. Each State legis. must certify the Electorial college, That's why all the crying about Fl. 2000 really didn't make a "tinkers damn in Hale". The legislature can overule the election and give the electorial college votes to whom ever they wish. No matter what the Florida Supreme Court said. In a presidental Election the US Constitution rules and it clearly gives the power to the State Legislatures.
