Yes, the cure restores your char to a normal person, although some skills (namely acrobatics) remain boosted.
I think everybody should try out at least with one char the vampire experience. I would advise to try it at high levels because being a vampire essentially means being a walking demigod, all the more so if you are already powerful - the only downside is that getting infected becomes increasingly difficult. Personally, at level 30, I had to endure at least 5 mins of beatings from 3 vampires at once to get infected.

Good luck. Remember to take your boots of blinding speed, they are kinda useful since you will have to walk all over VVardenfell.
Oh, and to get Eltonbrand you need also ditch some of your money, at least for some seconds... check here

no, he is in vivec city arena canton. I mean he is morrowind original npc. no need tribunal.
