As the Scarlet Ninja-To is a Monk-only weapon, Kensai cannot use it, with of course the obvious exception being the Kensai->Thief. But as Sir Degrader is talking about a pure Kensai, we can disregard it. Besides which, I have heard that the way the Scarlet Ninja-To's ApR modifier was implemented is screwy: It works just fine for Monks, but when a Swashbuckler gets UAI and tries to Whirlwind with it, he ends up getting 6 or 7 ApR instead of 10.
It's not like Fighters need those extra-ApR weapons anyway. ANY Dual-wielding combination will get you an ApR of 4.5, provided you've got Grandmastery in your on-hand weapon. Proficiency points in your offhand weapon can pretty much be totally disregarded: Putting a single point into your offhand weapon will nullify the +2 nonproficiency penalty. After that, any points invested into your offhand weapon will do nothing but gradually improve the THAC0 and Damage of one of your Attacks per Round--the other 3.5 come from your on-hand. So by all means, Grandmaster in your offhand weapon, but only if you've got nothing better to do with those proficiency points.

yeah scarlet ninja 2 is monks only... tut tut tut!
Plus if you are a kensia you are a sword saint not a bloody, club or axe merchant so lets stick to the edged weapons for the sake of *"$^"£$^

personal favorite (with swords only), dual wielding Katana (CFury) and Bastard Sword (Foebane); other combo CFury + Short Sword of the Mask (short sword) or The Answer (long sowrd...slow but powerful) or Yamato and Spectral Brand (Scimitars).
Two handed swords are great as well, from Lilarcor to Soul Reaver (alignment restriction though) and Silver Sword in SoA and Gram the Sword of Grief and Psion's Blade in ToB. If go for the 2 handed weapon style, the best is to gain proficiency in Quaterstaffs, Spears, or Halberds as well, letting your Kensai to exchange weapons. Good Staffs throughout SoA and ToB, but two of the best not usable by pure Kensai = Staff of the Woodlands and SotM.
