Can I transfer a shadowthief from BG2 to IWD2 or a Wild Barbarian from IWD2 to BG2? |

If you mean transferring the actual character, then no, no character can be transferred from game to game.
If you mean the sprite, then it might show up in the DaleKeeper/ShadowKeeper/GateKeeper, ect. programs. Otherwise I don't know how to do it.
