The character editor is available on Tarlanon's DC page. I don't believe the source is available, but he might share if you asked (might not).

Here's a little app idea, that I have no idea about how hard it would be to do. A little utility that examined all of the .lvl files and the global data file to create a list of all files used in the design. DC's built-in utility only works for the current level... This would greatly help designers getting ready to make a zip by letting us know which 75 graphics files not ...

Ha ha... Well, I haven't had much time these days, to say the least - I haven't even drawn a single picture since Mini-Uatuette is growing, though - getting quite chubby, actually!

The important question is, "are you getting any sleep?"
My nephew turns 6 months old today. He's gotten quite chubby. It seems funny to me how that can happen off of just milk...

The pooping and farting, while not necessarily great for the parents, are hilarious to the aunts and uncles and adorable to the grandparents.
