Yeah, drawing backgrounds sucks! (Then again, so does drawing scales... maybe I will default to sea elf instead (Legs are more fun to draw than fish tails anyway!))

I am not that sure that a jellyfish is easier to draw than a hippocampus...
And a mermaid's fishtail could be easier than legs because you may have more freedom to design it (e.g. concerning the proportions).

I think that in general, amorphous things are easier to draw than fixed shape things (because even if you mess things up a bit, things look okay). (Jellyfish transparency - well, that's another issue.)

As for legs vs. tails, well - legs are more fun to draw (i.e. more interesting (out)lines) than fish tails (fairly simple outline, but lots of repetitive scale-drawing inside)! Maybe I will just say the fish tail is of one of those fish without scales (or hard-to-see scales)...

Mermaids' tails may be more interesting to draw than regular fish tails. As mythological/magical creatures, it is not necessary to hold mermaids to all the same rules one would a carp, per se.
