Other freaky combos:
Wizard Slayer->Mage (Sure, it's a good powergaming character, but how do you rationalize the roleplay?)
Perhaps they wanted to be able to cast spells to attract Cowled Wizards and then kill them?

I don't think gnomes can carry a two-hander, I believe a longsword IS a gnome two-hander.

I once had a gnome barbarian... they can have 18/18/18 so it's all good, although Half-Orcs are better.

I know the Half-Orc bard has been, but what about the others ??
Not a clue. Only the last 2 of them require cheating, and there's some cheating in this area that I don't really consider cheating, such as expanding the Bard class to include Gnomes. I feel that any race that can play a Fighter, Mage and/or Thief deserves the ability to be a Bard.
I always took issue with elves not being able to be bards. IMO that class is perfect for them. They're musically gifted, excel at spellcasting, and their high dex combined with the innate racial abilities make them great thieves. Can be pretty nasty fighters too. Probably a game balance thing because of multi-class fighters, mages, and thieves. But then again, half-elves have multi and bard available so why not elves?

I don't think you can have a halfling monk...
start a game as a human monk, then use shadow keeper to change your race to halfling.

This is true for 3rd edition AD&D rules, where medium sized weapons needed to be wielded with 2 hands, and all large weapons (i.e. 2 handed) were unusable by small sized races (halflings and gnomes). In BG2 however, any race can wield 2-handed weapons although it looks a bit daft when it's equipped on the inventory screen!

Actually, a Halfling Monk sounds very interesting for some reason...

Halfling or Gnome Barbarian
Half-Orc Assassin (think about it)
Human Wizard Slayer/Mage (all but impossible to play)

I remember there was once some justification for that last one, but seriously...
