You're right masteraleph, but the boots don't truly grant the extra attack provided by haste. It only rounds the attacks up like you say when you have a fractional APR, so if anomen had 2 APR and equipped the Boots of Speed, he would still have 2 APR, when this should be increased to 3 as per the haste spell. The boots should increase the movement rate only, as per their description, which is exactly what they did in BG1 and IWD. The boots also doubles the initiative of the character (for example, they can try to hide in the shadows twice as often if they fail), but this causes problems, especially when trying to backstab with a thief since they become visible before they have started the attack (which wouldn't have happened with a true haste spell proving that the APR isn't actually affected) effetively wasting the attack opportunity.

Baldurdash has a fix for these boots and I recommend using it [img]smile.gif[/img]
