Have you considered the fourth option?
To develop a closer friendship with this girl (no ulterior motives) and see where a friendship leads the two of you in the future?
By not having anything to do with this girl because she won't go out with you could be costing you a friendship you wouldn't have wanted to live without.
Also, by being friends with her (on a more personal level than just the social scene) you may also discover she'd be your worst nightmare as someone to have a relationship with.

Eh? Yeah, that might be a good idea too, but how would I get started on the right foot to becoming friends?

Let it be known, either through yourself or through friends that you would really just like to be friends with her. When she gets the word, make small talk...How's it going? What are you studying/reading? What kind of music do you like? More conversation between the two of you will lead in to opportunities to socailize in other settings outside of school and parties (like hanging out at the park to do homework and bring a picnic lunch etc).

Input from others here at IW on subjects for conversation? What a girl likes to be asked about and talked to about? Are homework sessions & picnics in the the park just for old geezers like myself? Its been too long since I was young lol.
