I've thought about that, and I think there were a lot of reasons. Certainly some were just 'too tough' to let a hurricane scare em. (in other words... Darwin in action). But the vast majority had other reasons, lack of resources, illness (including mental illness) or injury... stuff like that.

There are many reasons they didn't leave, cheif amoung them is after nearly 40 years of being warned and nothing coming of the warnings people didn't believe. I can say this with authority having grown up along the gulf coast and lived there for nearly 25 years. You have to understand those of us that live with hurricanes year after year begin to take them in stride. It's part of the price we pay for living where we do. Durring the mid 70's thru the mid 80's was La. & Texas's time to be hit they were almost hit every year. Every year warnings went out people left, the hurricanes landed, usually not all that close to where they were predicted to hit. (hurricane forcasting has improved dramaticlly over the years.) People become jaded when they hear crys of wolf and no wolf shows up. The mid 80's thru the mid 90's was the Carolina's time to be hit. The mid 90's thru now is the panhandle of Florida and Alabama's time. each one of these areas have taken the largest share of hurricane hits durring their time. that doesn't mean hurricanes won't hit any place else it just means it's their time under the gun. These things go in cycles always have always will. Just watch over the next 10 years or so you'll see La and Texas get hit more often then the other areas. Smile Carolina you're on deck You have to understand that mind set first of all. Unlike Nor-Easteners which you get once or twice a year every year. We may go decades between getting hit by a hurricane, we may go entire lifetimes between getting hit by Cat. 5's. My first hurricane was in '75 the next wasn't until the mid 80's, then late 80's, another in the early 90's, then '95 Pensacola area was hit by a strong tropical storm (67mph winds) then two hurricanes within two months. since then the 125 miles between Gulf Shores Alabama and Destin, Florida has been hit about once a year. In '79 Mobile was hit by Fredrick, well they hadn't been hit in years, they were on the outsirts of Camille in '69. There were a LOT of people that couldn't get out, they didn't own cars, although personally I believe the number of those that couldn't get out is MUCH smaller then the number of those that DIDN'T get out. The news footage clearly shows there are cars still in New Orleans, and I'm not buying every single one of those car's owners left in their other car. I can buy the staving babies, if you've ever been in the situation where you had to leave with just the clothes on your back, you'd understand they didn't have the time get food. Plus babies can't go as long without food as older humans. Eventhough every year at the begining of Hurricane season the local news always runs several stories on making sure you pack a hurricane survival kit. many don't heed the warning. because for the last ten years they packed a kit and nothing ever happened. People also way under estimate the amount of stuff they will need in their kits if they even bothered to pack one. There are many reasons not to live in New Orleans besides it's below sealevel. "Hale" I won't live up north agian because of all the Yankee's no matter how high above sealevel it is. Now come this winter when the price of heating oil is high and New England is locked in snow, and there are all the stories about people freezing and how they can barley keep warm. Us southerners will wonder why they didn't leave? It's not like they don't know they are going to have cold weather, it happens every year.

A good account of the matter. If you add the late news that the storm changed direction away from a direct New Orleans hit you add to the false sense of security as well.
Nevertheless I do not believe reasons should overshadow reality. There are a lot of people in dire need of assistance. That some try to prevent this with violence is a tragic thing indeed. I am sure it is a small minority. I have always admired the USAmerican ability to show solidarity in times of need and I continue to do so.

Also, some people just don't have the means to leave. Let's face it. There some people who don't have cars or relatives. There are some people who live at the bottom of our social ladder, and they're the ones that get hit the hardest when this stuff happens. They might not lose as much, but that tiny bit of stuff they lost may have been all they had.

Do not judge your fellow man. Disagree with his or her actions, and encourage them to do otherwise, but remember, it's their choice to make, and help them out if they get in too deep.

They DO deserve justice. Seriously, I'm in favor of martial law for the next few weeks in that place. It's just not fair for someone to criticize a poor schmuck that doesn't leave the city.

F**k my fellow man that does such things. I can understand if people break into food marts to get food and something clean to drink, but explain to me why people are looting tv sets and other electronics that are completely friggin useless in an entire city underwater, and shooting at the people trying to help?

Don't give me the scared excuse or mass hysteria, I understand that people do stupid crap when they do get scared, but rape, looting, and shooting others can't be justified.

I don't understand why there aren't 50000 troops on the ground in New Orleans... we can mobilize troops and send em halfway around the world with heavy armor and for some reason we can only deliver 1500 a day to one of our own states.

Not sure, probably because most soldiers are already being used in Iraq to fight for oil so they're probably not about to pull them out.
