Iraq and other recent disasters have caused much more of the Gaurd to be active full-time for longer stretches and more frequently.

Could they have gotten there faster? I hope so, if only to be better next time a major disaster hits a medium size city(God Forbid). The scope of all the events combined is difficult to fathom much less reason what would be an appropriate response time. Hindsight will most certainly be 20/20

A larger part of the problem is the lack of available communications in the region, it's very difficult to actually get ahold of the local national guardsmen, meaning that they have to be brought in from out of state which adds to the time it takes to help anyone.
