Arse is like the british version of ass, yeah the difference being that in england ass is a donkey whereas arse is only used to talk about someone's backside

He's just saying that either people DON'T know that arse is ass, or that they DO know and that's why they're shocked cos ass is supposed to be insulting in america, from the sounds of it. In informal circles ass in britain is basically just humour, cos so many people have begun using it in the last 10 years after seeing american shows etc. It's not really insulting.

It's kinda a 1920's or 30's word. It started out British, as in "You're off your chump," as a synonym of head. Then its meaning changed slightly to mean "Stupid person."
