That's absolutely correct, but don't forget Frodo had the ring those intervening ~20 years so he was still as young (physically) as he was at the party.

bear in mind that the max age is only if all the perfect lving conditions existed, such as good sanitation, healthy diet etc, lack of bloodthirsty adventurers etc... something a kobold is not likely to have access to, unless very lucky or secluded. (don't forget, how many humans have you heard of that actually lived to 130 years old?)
