Or is it somewhat different in Holland? That match alone have 8000 spectators. Surely that would require some sort of security personel to be there.

Scottish supporters win awards for good behaviour abroad. for example Celtic supporters won the fair play award for their well behaved supprt of Celtic during their run in europe last season. It's not the Scots who are told not to go abroad to watch their national team like the scenario in Turkey with English supporters.
