Actually there is a logical explanation.

Whatever the two digits you choose there is always *only* 9 possible solutions.

Between 10 and 19: 9
Between 20 and 29: 18
...
Between 90 and 99: 81

The table changes each time but the tools corresponding to these numbers (9, 18, 27,... 81) is the same.

There are a number of tricks about that work on the same principle.
For example;

Choose any number between one and nine, inclusive.
Multiply by 10.
Subtract the original number.
Sum the digits; repeat until you get a single digit number.
Subtract 5.
Think of the corresponding letter of the alphabet, where a=1, b=2 etc.
Think of a country starting with that letter (English names only, though...).
Think of the last letter of that country.
Think of an animal starting with that letter.
Think of the last letter of that animal.
Think of a fruit starting with that letter.

Lennon, that one doesn't work. My fruit was a grapefruit, through the kalong. I was also thinking about picking the katydid, kestrel, kidling, kingbird, kingcrab, kingfisher, kinglet, kipper, kissingbug, kitten, kiwi and KFC chicken
