Answer is 9.
Proof: at year 10, the tree reaches its max height. But every year the tree doubles its height. Ergo, at year 9 it is half its maximum height at year 10 (half doubled equals one). At year 8, it is a quarter of its max height, etc etc. Did I get it right?
