What about the people who become addicted, if healthcare is not offered to them should the tobacco company offer to pay it. People start smoking for various reasons and when young they don't always make the right decision. This is why tobacco companies target the younger generation they know some are going to make a mistake and then be hooked. Addicsion is a disease just like any other and should be treated as such. Because a teenager makes a mistake should not mean it cost them healthcare. There needs to be a middle ground somewhere.
