From the military point of scale.
Here is a .com friendly site:
http://www.army.com/money/payrates_enlisted_a04.html

Example 1: Came from TL.

Example 2: Soldier, new guy, E-2.
Base Pay: 1337.70
Taxes: No
HFP (Hostile Fire Pay) 225
Total Pay 1562 for single,
Married add
BAH (basic allowance for housing) 483.
FSH (Family Seperation Pay) 250
BAS (basic allowance for subsistence) 254
Total Pay. 2526.70

Example 3, Old Crusty E-8
Base Pay 3986
Taxes No
HFP 225
BAH 774
FSH 250
BAS 254
Total 5489

Note on taxes. The US is one of a few select countries that does not have any additional special pay for these types of operations. Therefore, when in the zone, federal tax is not withheld.

As an added bonus, soldeirs are armed, have body armor, and helmets, ammunition, the right to self defense, and have many other nearby, along with fire support.

A contractor has no weapon or armor, he might get an escort if the cargo or mission dictates. Usually pays several hundred dollars a month for a no strings attached hostile life insurance policy.

A little secret. That 7-8K a month is peanuts. The real pay is with the 'hired guns' of the escort services.

Didn't Halliburton also get a contract to rebuild following the war in Kosovo? If so, then why was it considered ok during Bill Clinton, but such a problem now under George W. Bush?

Because they didn't go through the open bidding process for the job. Laws and regulations require a fair bidding process -- the job should have been opened up for public bidding. This whole process is the basis for those "job done by the lowest bidder" jokes, but it serves a purpose and is required by law. Had they gone through the correct and fair process, and won the bid, there would be no room for complaining.

Bidders who avoid the process or try to cheat it are regularly forbidden from participating in government contracts -- there are 1 to 3 year suspensions, and then total complete debarment.
