I'm taking a wait-and-see attitude about this one. Maybe I'm too cynical, but how many times have I heard stories of a convicted murderer/rapist/seriously-not-nice person who has "found God" and been released (not necessarily the reason, of course) only to commit worse crimes? Seems to me that finding one's Path is a very good thing, but working the system is not.

Sounds like a good idea to me. After all even faith isn't necessary. It's enough that the morals pass through their skulls. As long as it's voluntary there shouldn't be any problems. Should there however be benefits from participating in the religious activities things would be different.
