That's a problem with the penal system, not the legal system.

My brother had an inside view of the lower security prisons as a guard. Quite frankly, it's scary. It was a self contained anarchy. Drugs, booze, sex, and cash all flowed from the illegal activity. Guards were paid off. There were no cell doors, it was open bay. Just the front door got locked. One guard with a radio keeps an eye on the place. If he's smart, he doesn't see too much, if you know what I mean.
