I didn't have any problems with the scalps. In fact they are a great money maker. First thing, if you get too full of scalps before Officer Vai can buy them, then stash them in an open container. I used the trunk in the empty house next to the Thunder Hammer Smithy. They will save that way, you can get them back, and sell them when the price goes up. When I could I joined the bandits, then left. I would go down to Larsfeld and camp in the clearing just north of the west edge entrance. Bandits will show up 10 at a time. Open fire on them immediately until your mage can get a web off (later a fireball just behind them will toast them and not your lead characters), and then everybody shoot them one at a time. Then loot. I went on many expeditions and collected 80-100 scalps, 8-10 bandit groups, and sold them for 4-5000GP. After I cleared out the bandit camp and was in Chapter 4, I still went back and repeated the process, and Officer Vai still bought them. It takes time and can be tedious, but it is easy money. After Cloakwood, I was supplied to the gills and had 70,000GP when I hit Baldur's Gate for some heavy shopping.

Keep and stash the scalps. Join the bandits quickly. Then go bandit hunting.
