Maybe a console command? placeatpc should work, but I don't know the synthax...
It's not cheating, it's simply bug solving.

no, the game makers didn't bother putting her on the dock. as her count is 0.

just do a placeatpc will work.

Her id is "cinia urtius"... in the editor she's blocked, I wonder why... no other NPCs are blocked.

there's other npc in the game is blocked. example Qorwynn the master enchant trainer , cauis cosades etc.

they are blocked so that players can't change the data inside.

Hand to hand master trainer is Taren Omothan at Holamayan Monastery at South-West Bedroom. you can only enter that place at a dusk and dawn only.
