It depends... did you find them i containers along with two potions and another item? if so, it's your standard "potion 'n' gems leveled container" (tm). Simply you found some of those.

It was some quest bandit cave, I don't know the name anymore (not that I knew it anyway
). And the gems were grand.Mage guild in Balmora has some gems (filled), but stealing those implies that you would not be able to enchant there.
