This is the infamous ghostfence which is used to contain all the blighted monsters. You need to find the ghostgate which is on the southern part of the ghostfence. It's south-east-east from Ald'rhun. Travel from Ald rhun slightly south and very much east, and you'll see the fence.. follow it as it goes further south and then east, and you should see the ghostgate. It will appear on your map. Through there you can enter Red Mountain. There is always a shrine and a couple of stores and good stuff in the ghostgate.
