I believe that if you talk to the Duke on the top floor of the FF headquarters before finishing all of Scar's quests you are out of luck. The walk-through on the Gamespot site says not to talk to the Duke Eltan until you are done with Scar. Apparently something is set forward after Eltan talks about investigating.
