I have exited from both sides of Trademeet but alas nothing
 Begining to think it is a bug in the game and I may have to start from scratch

I wish I could help you further but I honestly don't know if you have done all that Accord surgested. The all knowing Memnoch might have some answers...when he eventually turns up.

Try this, go to the city gates and talk to the guards. then exit the north gate

Yeah. Did you actually 'walk' through the city gates??? I had this same problem because it was my second time through and I got so used to going from area to area...
