I personally play more the melee types, and I go thru most fights with melee. Spells I use mainly for lil' buffing here or there, or removing the pesky protections. And, as a sugar flavour, some "utility" offensive spells like Magic Missile, Melf's Minute Meteors.. But as I said, mostly I deal with the shmucks with melee. Works every time.
Now, the licence can be bought from Goverment Disctrict. However, since the moment I found that no-one in the city likes Cowled Fools and you get NO REP loss when killing them, I am killing them. No-one is taking away my 5000 gp. Not to mention that killing those fools is fun and at times gives neat loot and scrolls. Not always though, I have also received few scrolls, few crappy gems and such.. But the fun of smacking these Cowled Fools remains. And I can cast spells freely in town after that. As one runty broadar... er.. mighty dwarf said - adjusted a bit: "They did the casting, but I end up with the loot, the scrolls and the satisfaction o'kicking their butts. Ahh, a good day".

Hi Curian,
You don't need a license to cast spells indoors (so you can cast Stoneskin and Melf's Minute Meteors for later use) or when you are "Waylayd, and must defend yourself!" So there are very few situations where you need to cast spells in Athkatla ... if you travel by day, that is. -- Nifft |

don't pay. besides the fact that 5k that early in the game is a ton to give up, there's the principal of not letting those arrogant, hypocritical bastards take your hard earned cash.
my usual route to rid myself of these jerks is to set a few traps then have my mage cast polymorph self. once the first guy gates in and gives the warning (and this one has no spells btw, he's just stoneskinned), change to mustard jelly. they might hit you with a pierce magic and take your resistance a little below 100%. since you can't cast spells while poly'd, keep a wand of fireball or cloudkill in a quickslot and just wear them down. another character out of sight with dispel magic, breach, and/or true sight can speed the battle along. unless youve got a sorcerer, youre really missing out on chances to get very nice spells.
