The phrase "playing evil" means you're playing an evil character. I don't care what your reputation is; it's an intangible to characters in the game itself. You can do lots of evil things and keep your rep high. Shoot, characters could kill an entire town and donate a fortune to the temple; that doesn't make the characters less evil.
