Yes. That may be the reason, as I remember I did not talk to Eltan at that stage in previous games.
Does it mean that Scar is ultimately gone (he still owes me the Ogre-in-the-sewer-Quest)? Where can I find the BGTuTu fixpack, Dace?

Got any saved games that go back before you talked to Elton. I know this can be a bitch of any action but if you want all the points sometimes you just have to back up.
