To clarify all this stiff into one concise post:

All true-classed or Dual-classed Fighters can put up to 5 stars in any weapon that they are allowed to use (some kits forbid the use of certain weapons).

All other Warriors (Barbarian, Paladin, Ranger) can put up to 2 stars into any allowed weapon. This limitation also applies to Multiclassed Warriors.

All Warriors can put the maximum amount of proficiency points into each of the Weapon Styles.

All of the other classes can put only one point into a weapon, and one point into each of the Weapon Styles (with the exception of the Wizards, who cannot put any stars into the Styles).

Any exceptions to these rules arise from taking specific kits of the basic classes, and will be noted in the Kit Description. As far as I know, the only rule that is not noted in the Kit Descriptions is that the Archer may only put 2 stars in Sling.
