Ok...it is 11:17pm, my time, and I have not seen a response to my inquiry that Avatar give me an idea as to what information he wants from the Manual. And since I have the cheat manual as well, I could post some of that stuff as well, if asked. But, I have to be asked before I waste my time!
Since some other members may be looking for this information as well, I will attempt at going ahead and answering the original question. Wish me luck. The following is straight out of the normal manual...
Changes to the BGII manual: In the original manual, the sorcerer tables were omitted. All of these tables are listed at the back of the ToB manual.
Changes to the BGII game after installation of ToB:
Wild Mage,
Erasing spells from spellbook(permanately erases),
A Contingency and spell trigger screen to view details of afore mentioned,
Action feedback after orders are given to NPC's(option in configuration),
Non-pausing map screen (watch dots move through screen),
Switching spell pages, (example: Aerie uses both Mage and Clerical spells, and there is an option button to switch more rapidly through the two),
Mirror image fix,
Spells past level 20,
Fix for Agannazar's scorcher(info upon request),
Evil cerics can turn paladins,
New item types(a list of items you do not want to throw away, because they can be used to make super weapons (Info upon request))
New class abilities (specific info upon request)
High-level class abilities...(you have already heard of these)
New Mage Spells...levels 1, 2, 7, 8, 9, 10 (Info upon request)
New Priest Spells... (Quest level)(the high level abilities)
That is a broad look at what we got. I will answer specific questions about those parts that need further expanation.

Going back and reading, I see that I was asked a specific question by Avatar. What are the new spells...
The new spells have already been posted everywhere, such as the Wild mage spells, and the new high level abilities. Example:the Bigby hand spells, or the Dragon breath. All of these have been covered before, and I cannot type it all out again. You can visit the sites that Memnoch has linked for us to see any of them.

Just tried this... you can delete spells you already have and get exp to rescribe them when you pick up scrolls... very cheesy way to gain lots of experience.

And that red dragon plate isn't meentioned in the guide but its true... I imported Jahiera equipped with those and its not until I tried to switch armor did it say I couldn't. Should have left it on
