If there are enough potions to crank up your INT for the purposes of getting a good %chance to scribe spells (and boy & howdy, there certainly are enough), then those same potions will also serve the purpose of raising your INT to be able to learn more spells per level.

It wasn't implemented with clerics either in BG2. Neither was the % spell failure for clerics (look at Minsc with his wisdom).
