Another good dual wielder is Anomen. It takes some time to assign the needed points but when done you have a massive tank wielding Flail of Ages and Crom Faeyr

Valygar, definately.
If you have his primary weapon as the Celestial fury, he can also backstab with it (you can't backstab with his family Katana for some dumb reason). Just equip his own katana on his off-hand. He's by far the best duel-wielding NPC in my opinion  tanith.
