Mass Invisibility, not really Improved Invisibility?

For me (no funky Weimer bad-guys installed), the Cloak works great for:

• Stealthed Thieves. Enemy Mages can cast True Sight till the cows come home, but enchantments conferred by an item cannot be dispelled. The ultimate No-See-Um.
• Characters with the SoTM. One-time Invisibility (such as that conferred by a spell or potion) might be broken by a True Sight even *IF* you're wearing the Cloak, but with the Staff you're immune.
