Can this be related to my new mouse? I am running 98SE.
Most probably Larry. I work in a computer store and I see this kind of thing every day. You would expect it to work properly since it's a microsoft product but to date, I personally have not used any software mice come with due to constant problems with it.
Best way to make sure is to uninstal the software and use the mouse on its own. to see if that fixes anything.

You can say want you want about Microsoft, but when they make hardware, they do it right!

A q-tip with some rubbing alcohol once a week goes a long way to keeping your balls clean. It makes your rodent much easier to handle and control.

Not really, but you have to make sure your equipment isn't turned on!

I use Logitech's Trackman Marble Plus, Im addicted to the little thumb operated trackball I bought 4 of them and use one at work. My problem is that I need another one and they don't sell them any more

Between $30 and $50...depending on if you go wireless or want five buttons instead of the regular two w/scroll wheel I still say that MS is better than Logitech, but you really will not go wrong with either one. Best thing to do is go and hold different ones. They have different shapes and you will want the one that best fits your hand grip.
