Do DRAGON SPIRE last - that's your gateway to the next area so should be the last place that you go.
The only "monsters" that you encounter West of Ishad N'Ha that you don't want to off when you meet them are the Ratlings near the burnt out house - Scanthril gives you the Assassin's Quest. Other than that - if they attack you, attack back!

Only kidding. Seeing i have just started again, and i am going to complete it, the worst i have encountered are the skeletons. OK, so i may have to revise my party YET AGAIN.
