In my opinion, the Chinese Overlord is the 'strongest' tank, especially with uranium shell upgrades and add-on accessories. But I guess the strength of a unit is all in how you apply it in combat. The Nuke tank/Scud Launcher units are incredibly damaging, but slow and vulnerable to hit and run strikes. But then again I suppose they'd come more under the 'artillery' category anyway. The American Paladin is pretty handy too.

But after all that waffle, my answer is the Overlord.
