You know, some days im actualy ashamed to be human. At least when animals pick on their young they have some sort of reason and they dont do torture.

Eyelid licking ive not heard of before. I dont even *want* to know where the guy got the idea. Lock him up and neglect to specify a release date.

(Since he didnt actualy harm/torure/kill his victims im not going to say shoot him. But im still thinking it)

I don't think this is a problem. Just convict him and put him with the general Population. The rest of the goons will take care of it...
