It's a good idea to check your journal for any protocols specific to that game. If it's a true RPing game, Shouting isn't normally appreciated - you're expected to roleplay - that means going out by yourself and only talking to people you can physically see and using "Talk" instead of "Shout". I'd be quiet for a while until I work out what the protocol is. If everyone's shouting and nobody's RPing (eg an Action game) then it should be OK to shout.

Ask the question. In RP games you'll want to incorporate this into your character's requirements, in Action games people are usually willing to hear the question (though if you're proficient with the Toolbox you might not want to trade that much).
