when they say you can *buy* the points (28 of them) to allocate them, what exactly is that? i thought it was for distributing the stat points, but than youd only get

str 6
dex 7
con 3
int 4
wis 4
cha 3

Well, those only add up to 21, but.... and that's a big but, I think each stat starts off at a base level, and then you distribute the points, but I'm not sure.

If it set up like other piont related games I have played this will be the case. Mabey different starting stats for different races or different point costs. Such as, it would take 1 skill piont to raise a half-orc's str. and 2 for a halfling.
