You can make one adventure for a campaign, and while the party works on that, you would be working on other adventures. It all boils down to how fast the party gets through an adventure. To start a campaign, all you really need is about 2 adventures that are ready.

Thats why many will probably be just boring hacks like many FPS mods are. Hopefully good designers and even teams will get together to create some good stuff like has happened in the previoulsy mentioned FPS mod community.
