From what I remember, he's in the room where you fight The Idol (basically from the area with those damned shriekers, you go directly straight from where you entered the palace). He's off to the right of the idol, standing in one of those great big circles. After you kill The Idol, he and the other priests are freed from its power, and he gives you the badge.
